how can one insert horizontal line in a web page

I’m not a fan of horizontal line. I really find it difficult to make an interface responsive to a horizontal line in an image. I love the way it looks with an image, but I don’t like the look of a horizontal line in an image. If you need a good example of how to do this, read this article.

My solution is to make the horizontal line the same height as the image. That way, it will be visible, but won’t be so hard for humans to read. An alternative solution is to have the line appear on the horizontal axis of the image and then crop the image to the height of the line.
